The Changing Nature of Crowd Behaviours in a Peri-Pandemic World

For over 18 months, crowd managers have been advising that the pandemic, the government responses and lockdowns would have an impact on social behaviour both during and after the crisis was over. As we now slowly ease towards a new normal, those concerns have come to fruition with crowds behaving in remarkably different ways to those expected. A recent UK incident of mass misbehaviour led to an independent review that described a 'Failure of Imagination' on behalf of the authorities and looked specifically at the behaviour of the crowds.

In this session we will summarise the causes and changes and look at how we, as safety managers, start to come to terms and manage those new behaviours to achieve safer crowds.
