Manager, Special Event Public Safety, City of Vancouver
Engaged in Public Safety for over 39 years, Frank moved from his position as Assistant Fire Chief of Operations and Public Safety (Public Order) Unit Commander with the Vancouver Fire & Rescue Service to the City of Vancouver, Office of Emergency Management in June 2017.
In his position of Emergency Planning Coordinator, Frank was tasked with solving recurring issues within mass gathering events, streamlining the City’s Public Safety Plan and developing a cohesive team of Stakeholders to plan and organize each mass gathering event. In his current role as Manager, Special Event Public Safety for the City of Vancouver, Frank liaises with other City business units and event stakeholders to plan, develop, implement and evaluate comprehensive operational public safety plans for special events and planned/unplanned mass gatherings.
Frank is accountable for event risk assessments, writing the City of Vancouver Public Safety Plan, operationalizing planning requirements through cross departmental and inter-agency collaboration, leading post event debriefs and providing continuous process improvement for each event. As part of the Film & Special Events (FASE) team, Frank works with the Team to monitor and report on City costs to provide sustainable event budgets and minimize event organizer costs.
Frank is a Bronze, Silver & Gold Public Order Commander as well as receiving Special Events Planning and Tactical Advisor training through the College of Policing. Frank is proud to be the first Firefighter to attend the College of Policing in London, England.
